12 oz rotini pasta

1 lb ground beef

1 tbsp olive oil (if needed)

3 cloves garlic, minced

1 tsp Italian seasoning

1/2 tsp salt

1/4 tsp black pepper

2 tbsp butter

2 tbsp all-purpose flour

1 1/2 cups milk

1/2 cup heavy cream

1 cup freshly grated Parmesan cheese

Optional: chopped parsley for garnish
Instructions

Cook rotini pasta according to package directions. Drain and set aside.

In a large skillet over medium heat, cook ground beef until browned and cooked through. Drain excess fat if needed.

Add garlic, Italian seasoning, salt, and pepper. Cook for 1 more minute. Remove beef from the pan and set aside.

In the same skillet, melt butter over medium heat. Stir in flour and cook for 1–2 minutes to form a roux.

Slowly whisk in milk and cream. Cook for 3–5 minutes, stirring constantly, until the sauce thickens.

Stir in Parmesan cheese until melted and smooth.

Return the cooked beef to the skillet, then add the cooked rotini. Toss everything together until well coated.

Taste and adjust seasoning as needed. Garnish with chopped parsley if desired, and serve warm.
Notes
Use half-and-half instead of cream for a lighter option.
